The Rhode Island Right to Read Act
The Rhode Island Right to Read Act was passed in July of 2019. The law requires educators to exhibit either proficiency in or awareness of the knowledge and practices of the Science of Reading and Structured Literacy. In addition, Local Educational Agencies (LEAs) must provide professional learning for educators to support these requirements, and Educator Preparation Programs (EPPs) must address these requirements within their programs of study.
The Rhode Island Department of Education (RIDE) has approved Katherine Kay as a Literacy/Dyslexia Endorsement provider, recognizing her program as meeting the rigorous standards outlined in the Right to Read Act (§16-11.4-6). The endorsement affirms that the provider equips educators with the necessary knowledge and skills in Structured Literacy and the Science of Reading, with a focus on evidence-based instruction for students with dyslexia and other language-based learning disabilities.
The approved plan of study, in collaboration with RI School for the Deaf, includes 30 hours of professional learning delivered in ASL through structured modules and workshops focused on reading development, differentiated instruction, assessment within MTSS/RTI frameworks, and the implementation of structured literacy practices across all key domains. The program emphasizes interdisciplinary research, authentic assessment, and applied practice opportunities for educators.
This endorsement program is uniquely designed to support educators working with diverse student populations, including Deaf and hard-of-hearing learners, ensuring equitable access to language and literacy instruction through bilingual, visual, and culturally responsive approaches.
Educators who complete this approved plan of study will be eligible for the Rhode Island Literacy/Dyslexia Endorsement upon successful completion of all requirements, including a vendor-created final assessment. The program also includes a continuous improvement process informed by educator feedback, student data, and implementation outcomes.
